Omnitrade (www.omnitrade.jo )  is the sole distributor in Jordan of pharmaceuticals such as Roche and AstraZenica products.  It has more than 60 employees.  The company has implemented ACCPAC package ( www.accpac.com)  and is looking to upgrade their IT infrastructure.  My job is to manage their IT procurement, contractors, recruitments, upgrades, documentation, manage changes, and improve processes and quality.

  The Moammar Information Systems- MIS  has been awarded a contract to operate and maintain the IT center for  the Municipality of al-Medina in the kingdom of Saudi Arabia.  The Municipality of Medina has an advanced level of automation with more than thirty applications.  The conctract includes maintenance of the wide-area network,  enhancements of the current software and GIS applications, and  development of eServices as part of the eGov programme for the State of Medina.

 

As project manager, I am responsible for the following:-

·         Develop policies, technical visions, guidelines and  implementation plans

·         Co-ordinate the necessary plans to implement the projects

·         Organize and plan the resources working on the projects

·         Coordinate mechanism to execute the projects with senior management

·         Ensuring the proper implementation of the project according to specs

·         Ensure quality deliverables and as per the requirements

·         Report periodically on the status and performance of work

 

My achievements  include

·         producing a draft IT architecture and strategy for the center,

·         conducting a comple;te eReadiness assessment,

·         reviewing procurement documents and taking part in evaluating proposals, and

·         cooperating with other government agencies and consulting companies.

The team consists of more than thirty multinational engineers and technicians with wide range of experiences in hardware, software, middleware, GIS, network, Oracle 9iAS, ASP.Net environment, CRM etc.  .

                       

The GIS systems developed; the city map, street digging, Baki Cemetery, shop licences, and others were web-based using Mapextreme by Mapinfo pro.

     The Ministry of Information and Communications Technology (ICT) is mandated to be the Government entity responsible for the e-Government program and is mandated with the task of assessing some government institutions, which provides vital services to citizens and business, in delivering their services electronically.

 

The e-Government program is a national program which main duty is to transform the government into delivering e-Services.  An ambitious program started in 2001 and plans to complete selected services in 2005. 

 

As project manager, I had to manage five projects for the following government departments; Income Tax, General Sales Tax, Driver & Vehicle Licensing, Land & Survey,  and Residency & Borders departments.  The projects involved the scoping of eServices, development of IT strategies and implementation plans. My responsibilities included the development of RFPs, managing the procurement, managing the change, administering the contract, supervising vendors, reviewing their deliverables, validating the scope, ensuring compliances with eGov programme standards and security, and monitoring their progress to achieve the goals of delivering the department services online.  The department's services were analysed by major IT companies like Gartner-consulting, Ernest & Young, and Deloitte & Touche.  PMI methodology was used.

  Team Mission - The goal of EDS DST is to deliver solutions to customer issues in a timely manner ensuring all levels of service are met with customer satisfaction and communicated openly and precisely.

 

  Team Responsibilities-Business Analysis, Investigates new functionality, Customer Data Analysis, “What If” Analysis, Stress and Volume Testing, Business Process Support, Configuration Testing, Configuration Changes.

 

My Achievements- the Wcom-Asiapac business has been separated from the European business.  My experience in the UK has been utilised to start a team whose purpose is to fix, investigate, and analyse billing and business problems.  To do our job we needed to understand the Arbor billing system inside out, the Wcom business practices, and the billing operation.  A team of four has proved to be valuable to the business from the very first and has established a reputation that has been recognised by EDS and Wcom.

 

Last Project- Conversion of Australian Data billing customers, originally UUNET customers from Portal and manual billing to Arbor billing system.  The project involves the development of semi-automatic tools to help loading the new customers and their products.

Responsibilities

·         Report to and take direction from the development manager and the project managers.

·         Resolve all technical issues throughout the life cycle of projects.

·         Review the Business Requirements.

·         Review the Solution Design

·         Document the functionality that will be delivered in a Functional Specification (FS) / Technical Specification (TS) to meet the Business Requirement and align with the Solution Design.

·         Develop manday estimates for Technical Design and construction.

·         Develop and documents the Technical Design.

·         Ensure the Technical Design is successfully constructed.

·         Perform code inspections and ensures that code complies with EDS recommended code standards.

·         Ensure unit testing validates that the requirements as documented in the FS / TS are met.

Business Market Project

·         Business Market project is a new initiative by Wcom targeting small and medium size enterprises within the European OpCos.

·         The billing platform must provide additional functionality to meet the legal requirements and service expectations of each country to be supported, with additional countries to be supported in future, ideally with a minimum of effort.

·         The billing platform must support a completely new interface to the front office systems as well as revisions to existing interfaces. These are the first steps towards a better integration of all systems using EAI (Enterprise Application Integration).

·         The project involved some country specific requirement such as secret numbers for Holland and masking of B-party for selected German customers who require their data privacy preserved.

·         The project designed in object oriented, OO and implemented in C++ and Dbtools.

 

GUNS Project

·         Global Unwind Network Service (GUNS) offers Freephone service to international business customers. Came out through the merger between MCI and Worldcom.  Freephone service provides businesses with international toll-free numbers similar to domestic 800 numbers. The project requires the design of interfaces with the billing systems, financial interfaces, SAP, and other reporting systems.

Responsible for:

·         Refining the requirement and participating in the Joined Application Development meetings at the MCI site in Colorado springs.

·         Analysing, designing and implementing the new project.

·         Coding the software using C, C++, embedded SQL, and UNIX scripts.

·         Conduct Arbor training for a group of 8 people.  The group learned what is Arbor billing platform, how it works, and all the tools needed for development.

 

Operations Improvement

·         Participating in a performance improvement project involved analysis of concurrent processing, deadlocks, table configuration, logs, and reports.

·         Reconfiguring some functions of the billing and the rating systems.

·         Using Excel and writing Visual Basic macros to generate report that monitors, checks, validates errors occurred during and after billing

·         Reviewing the current scripts and recommending enhancements.

·         Analysing and designing a new rating method in GSMIS billing system to allow for selective capped calls and unit charge calls which were not catered for in the legacy system.

·         Analysing and designing rating mechanism for marketing promotions.  "Yes" time, which I was behind its configuration and implementation, was a highly publicised and successful promotion for free national mobile-to-mobile calls.

Duties & Responsibilities

·         Analysing, developing, and maintain Client-Server applications for non-core Arbor systems such as Service Maintenance Level system (SML).  This system processes data feed from the two legacy billing systems  Optus wireline, CASS and  Optus mobile, GSMIS.  It then updates the Arbor combined billing system using APIs, direct SQL access, and stored procedures.

·         Designing new functionalities for non-core Arbor systems.  This includes writing the functional specification document.

·         Co-ordinate code migration and liase with the Solution Testing team of Optus and ensure the delivery of quality software for testing.

·         Improving the design of the current software such as replacing Sybase DB calls by CT client library calls.

·         I was involved in two releases: First, Arbor upgrade to 7.6 which required changes to Arbor data model.  Second, Telestra Local Access  Resale by Optus became a reseller for Telestra services, the project was to load into Arbor the services, charges, and usage coming from Telestra.

·         Optus fast and dynamic environment is ideal to learn a great deal about Arbor internal tables and about Optus billing system in general.

Data Conversion Project

·         Took part in collecting requirements for the conversion of ISIS mobile customers in functional areas like rating, billing, roaming,  account receivable and payment processing.  My job also included reviewing the document delivered to the customer and helping the customer to understand the new billing system.   

·         Analysing the functionalities of ISIS and  participating in the review of the solution design with the customer.

·         Took a leading role in the Mapping effort of ISIS fields to Arbor/BP.  A work that required thorough understanding of every field in the source and the target systems.

·         Took  a lead in designing and developing of the Daily Extract Project with a team of four.  The project was  to capture the daily activities on the legacy system, temporarily stores the data, collect the data,  and transfer it to the target machine to be loaded into Arbor.  This project is to  run daily until phase II of the project is implemented.

·         Providing training and knowledge transfer to the local staff in order to reduce the reliance on the expatriates.

·         Assisting in the system testing, test plan, and fault fixing for the project.

·         Liase with the operation personnel and EDS team in all aspects regarding the system such as database tuning, system performance and development environment maintenance.

                                    The Dedicated Support team is formed to tackle urgent problems that can not wait for the normal releases.  Several projects and software fixes were bundled and implemented in mini-releases.  The team was also responsible for ensuring that any changes to production are retrofitted in releases still in testing or development  The projects consists mainly of maintenance fixes and enhancements to the current mobile billing system. 

 

Duties & Responsibilities

·         Running a team of 7 developers for Optus DST projects.

·         Ensure the timely delivery and quality of DST project deliverables (i.e. Functional Specifications, Test Plans, Project Plans)

·         Prioritise, assign and ensure the successful completion of change requests and projects, in consultation with the Project Office Supervisor and Project Office Project Planner

·         Act as key customer point-of-contact for issue resolution relating to change items and/or projects

·         Work with customer and EDS team in defining problem statement, solution criteria and high-level requirements

·         Co-ordinate with the Optus GSMIS/Arbor Release Manager to formulate the GSMIS/Arbor release schedules

·         Match, to the best of his/her ability and in line with best business sense, the assignment of team members to their desired development direction.

·         Responsible for ensuring that Function Point Counts are performed at the agreed phases of the project lifecycle.

·          The RSS is the main research institute in Jordan.  My projects took place mostly in governmental departments.  My duties varied according to the project that I was involved in.

·          National Information System: A nation-wide network for social, scientific, and economical databases.  My job involved two tasks; first, building a database for science and scientists.  Second, co-ordinating with other sites in order to achieve an integrated system.

·          Statistical analysis using SPSS and COBOL for several projects.  My job involved building data entry system, maintaining it, and producing statistical reports.

·          Registration/Enrolment System for newly established college managed by RSS.

 

·          Following are the off-site projects:

·          Social Security Department: The project required rewriting the old system on a new platform using ORACLE and adding many enhancements to it.

·          National Livestock consensus: A project, sponsored by  several government ministries, the aim of which is to provide the government with uptodate and on-line information on farms, farmers, and livestock in Jordan.

·          Production control and Financial analysis for chemical and food manufacturer. My job included the conversion of the system from COBOL and ISAM to INFO-BASIC database.
